		<description>What do you do with someone who becomes a problem user without violating any of your rules? We have a user who is young and clueless and he just says stuff that makes everyone else attack him and want him banned. But he&#039;s not saying anything offensive, and he keeps it in the off-topic forum. Nevertheless, he is a constant magnet of ire.</description>
